Per active employee. HR admins, managers, and owners are counted only if they're actually employees — so the people running the system don't add to your bill.

As your headcount crosses each band, your whole team moves to the lower per-employee rate — Essential drops to NPR 56 above 50 employees, and Business steps down to NPR 89 above 100 and NPR 79 above 200.
